I can't say much about GNUCash, but maybe I can help with OpenHBCI:

If you cannot get the INI-Letter from GNUCash by any means then you can do it 
using AqMoney. It uses the same configuration that GNUCash uses, so you may 
get your Iniletter there as well.

"aqmoney iniletter --user=USERID --institute=BANKLEITZAHL --key=user" prints 
out your iniletter.

If you are interested in the server's iniletter, the key value is 
"--key=institute".
