gvim, or vim if you're editing tags, etc.  Or Emacs if you're a masochist
;). As long as you have syntax highlighting turned on, either will work, I
reckon.

Or, XMLMind XML Editor.  More for editing the data than the tags, but
works pretty well.

Visual Slickedit is a WONDERFUL editor, if you spring the $350 for a
license...
