Proposal: Split Changelog by year

Works for me.  Although I must admit that it wont save space
in the repository..  Assuming you "svn copy" the Changelog
(so we don't lose commitlog state) then it's even "worse"..

I'm a little torn, honestly..  Splitting it up makes it a bit
harder to grep for a particular change when you don't know when
it was made.  Now I can just M-x search-string in emacs -- with
multiple files it'll be more challenging.
