Since Last Run dialog

In gnc-1.8.11, when there were no transactions to create and only transactions 
to be reminded about, the Since Last Run dialog would offer the user a Finish 
button while displaying the current set of reminders. Also, the Back button 
would be disabled (grayed out), since the reminder list is the first window 
of the dialog. 
G2 just gives the user Cancel, Back, and Forward buttons, all seemingly active 
(although Back doesn't do anything). When you click the Forward button, a 
window displays "Press apply to create these transactions" even though there 
are no transactions listed, and there are none to be created.
