ChangeLog policy needed (was: Release problems)

I (again) suggest that we identify the different messages and update the
svn:log, so that a svn-generated 2006 ChangeLog will have parity with
the manual one.  I will take it as a task to identify and copy these
messages, hopefully later today.

All those that are merged into the sources being released / trunk.
