Sorry to answer: as any Free Software Project, there's no time to fix
it. If most of developers want to switch the default file format to
use SQLite first than the others, then GDA V4 is the better choice.

The API is near to be stable, I can't say when. I didn't see too much
changes to the API in the last weeks, I've propoused some of them and
they are work in progress. For bug fixing, there are a lot to test
before to get an stable version, may be a little months if the GDA
team can get help enough to do the work.
