What I means is not only for translation processing issue caused by
Makefile, but also encoding issue. My patches fixed both of them.

Fixing the Makefile will only make the translation works, however, the
encoding issue still exist and displayed as chaos, like my screenshot
posted in previous mail.

I have done the translation for Japanese and provided a patch for
ja.po. So, it's not necessary to use raw NMZ japanese template
anymore.

It's not beyond our control. I fixed it and shows correctly on my
machine. Namazu provide a way to control which charset should be used
for specific language. It's not perfect, for example, Chinese user
search German mail will still get wrong encoding characters, however,
it's not likely happened. And {de, fr, it, es} user searching result
for their mail list will be correctly displayed, since they are using
iso-8859-1. Others will use utf-8. It's better than before.
