Sorry for the delayed reply I've not been monitoring the list lately.  
You have edit your config.user file to enable the module.  Add the line:
 
(gnc:module-load "gnucash/plugins/bi_import" 0)

to it.  On linux this file is in  $HOME/.gnucash
