I updated more messages and translated windows installer for
Traditional Chinese. Files are attached.

(ChineseTrad-2-5.1.11.isl is not translated by me, I got it from 
 http://www.jrsoftware.org/files/istrans/ )

This is my first time to translate the installer and I haven't tested
it. Could anyone, who already setup windows build env, do me a favor,
generate a windows installer package for me to test?
