Prepend to PATHEXT and give a default TZ on Windows.

* g_find_program_in_path will find gnc-fq-{check,helper} only if . is
  added to PATHEXT
* Date::Manip needs TZ set to something reasonable (install-fq-mods.bat
  should help the user)
