Log:
Made comments take advantage of doxygen, also added some comments to 
gnc-csv-model.c and gnc-csv-model.h. Renamed several variables to have 
more intuitive meanings and removed redundant comments. Also got rid 
of static variable in gnc-csv-import.c's encoding_selected function.
