gnucash maint: Restore Date::Manip to quotes modules.

    Restore Date::Manip to quotes modules.
    
    Gnc-fq-helper needs it to parse date and time strings from Finance::Quote.
    The comment about using the iso-date field is removed because F::Q no
    longer provides it.
