So it does recognize that control-center is a dependency. It is just
the en.* files are missing that control-center should have installed.
I am not real knowledgeable of portage but my understanding of the man
page for portage indicates the use of package.keywords is to provide a
per-package keyword. So you need a second parameter for each line.
Here is something else I noticed in the emerge output:

It did not stop at this point so perhaps it was just a warning? I guess
I really do need to file a bug report.
