Budgeting?

Hello, I'm brand new to GnuCash but not to accounting/bookkeeping
concepts.  What I need is something to help me set up a dynamic
budget.  I'd like to be able to indicate the date and value of income
and expenses, and find out if/when I'll go into the red so I know how
much I can spend.  It would be nice to be able to set up recurring
income/expenses as well as indicate non-recurring income/expenses and
see that reflected in cash-on-hand projections.  Does GnuCash offer
functionality like that?
