I'm not sure I completely understand your question here.  I understand
how Canadian tax works..    One tax is on top of the other tax.   Gnucash
computes each tax individually, so you need to perform the combination
yourself.  So you would tell GnuCash that TPS is 7% and TVQ = 1.07 * 6%
which is 6.42%.
