Setting up progressive tax rates

Not directly, no.  You could do it with a set of seven different
tax tables (one for each bracket).

Having this kind of dynamic tax table is much of the work for a payroll
system (which GnuCash does not have).  Adding it would be a welcome
addition but nobody is working on it now.
