I am not using Windows much these days.
Microsoft has an article for how to set variables in Windows XP: http://support.microsoft.com/kb/310519
I found this forum thread for Windows Vista: http://www.vistax64.com/vista-account-administration/7649-setting-environment-variables.html
I will not vouch that these will fix the problem or work.
