There are some differences in the accelerator-map that appear related to reports and scheduled transactions.  There were no saved reports in the working folder.  I replaced both of these files from the non-working folder to the working one and everything worked fine.

I moved the data file I was using from the non-working to the working 
file and it worked fine.  It appears that there is some file or 
attribute in the .gnucash folder that I am not seeing that is different 
between the two folders.  As I stated above the .gnucash directory that 
works includes books and checks folders, and accelerator-map, 
expressions-2.0, saved-reports-2.0, and stylesheets-2.0 files.
