GC 2.3.16 RC1 will not install - Win 7 64bit

Scratch that... Either the installer got corrupted on d/l or something 
funky happened in Windows, my guess is the latter.  I downloaded the 
installer again and rebooted cause it wouldn't let me delete the old 
file and it's now going.
