Scheduled transactions by week number

For the second year running, I have just spent a long time trying to set
up a scheduled transaction for my Class 2 NIC payable to HMRC each
month.

This payment is made on the 2nd Friday of each calendar month.

Unfortunately GnuCash does not seem to have a facility for this type of
occurrence: if it were the last Friday of each month, then it would be
possible to set it up.  I feel it would be reasonable to expect to be
able to set something up for the 1st/2nd/3rd/4th Friday (or any other
day) of each month as well.

The NIC transaction is complicated by the fact that the amount of the
payment depends on whether there are 4 or 5 Sundays in the preceding
month.  I don't think it would be reasonable to expect GnuCash to be
able to handle that, but it would be useful if, having set up a
scheduled transaction, one could then select particular instances to be
disregarded, much as one can with repeated events in an agenda/calendar
program.

Then I could simply set up two scheduled transactions (one for each
amount), both to occur on the 2nd Friday of each month, and tell GnuCash
which months to ignore for each transaction.

As it is, for the coming year I have had to set it up as 6 different
scheduled transactions, each of them for 1, 2 or 3 occurrences.

Basically, I am suggesting that it would be useful (and reasonable) to
have two additional facilities in the scheduled transactions editor:

(a) the ability to schedule a transaction for e.g. the second Friday of
each month

(b) the ability to cancel particular instances of the application of a
scheduled transaction
