The default data format (xml) hasn't changed between GnuCash 2.2.x and 2.4.x.
So there shouldn't be a problem to load an older data file in a newer GnuCash,
unless your previous GnuCash installation was VERY old (like 1.8.x, but I
don't think that version existed on Windows).
As to ideas: as I asked,
- what version of GnuCash have you installed, and what version did you have on
your previous installation ?
- What is the full directory path to the file you are now trying to load and
causes the error message ?
