This can, actually, be extremely irritating behaviour.  For some reports (especially if you are running on a fairly slow machine) you may wait a minute or so for the system to grind through data retrieval, calculation and rendering, knowing that when it's all over you will need to change the options and go through the whole performance again!  It would be *MUCH* better if the report *first* presented the options panel, and *then* prepared the report once the options have been accepted.
