The file is called "environment" and can be found in
<path-where-you-have-installed-gnucash>\etc\gnucash

For example, the default location on an English Windows XP is:

Strictly speaking this is most likely not a bug in gnucash but in guile, 
an external library used by gnucash. Ideally this should be fixed in 
guile after which it will also be fixed in gnucash automatically. 
Perhaps it can be fixed directly in gnucash instead by not depending on 
guile for loading and saving the files. I fear that will require a 
rather large code rewrite though, so it may not happen soon.
