Unsubscribe not working

This is the second person stating this in the last week.
Neither has been subscribed at the time of checking the database.

Nobody is sure what is happening, but these people do seem to be able
to unsubscribe

I've altered the settings so I get notices about subscriptions and
departures, which may help us understand what is happening.
