Budget Report Viewing

I switched to a quarterly type of budget which would only show three (3) months. That would give me the viewing of my accounts on the left and the values on the right hand side of the screen. That concept would work.
 
So I set all of my values for the 3rd quarter and set my dates to start on July 1st and end three (3) months later. I set those values both while viewing all 12-months and only the 3rd quarter. When I did that, the same problem came back to haunt me. Even though I set my report start date for July 1st, my values for July, August & Sept showed the values for Jan, Feb & March. 
 
Regardless of whether I show the 2nd, 3rd or only the 4th quarter budget, the value that I place in the 1st column is somehow automatically placed in the month of January, the 2nd column is then placed in February and so on.
 
Are we looking at a bug here or am I doing something wrong?
