Guncash issue on Windows 7

When y enter an ammount in the register windows, and enter the transacction,
it "eatens up" one zero, so that "20000", or "20.000" enters as "2.000,00".
Y tested the same archive on Windows XP and on Linux Mint: No trouble. Then
y uninstalled and reinstalled Gnucash in Windows 7 - the same problem. Then
y tested a portable version on Windows 7 - no problem. 
Another problem: Its impossible to insert a transacction on sunday,
06/10/13. Tested the same archive on LinuxMint: no problem. Reopened on
Windows 7 - the transaction returned to saturday 05/10/13.
