GNUCash Report issue

That would be correct behavior. Programs are programs, data is data, and 
best they be kept separate. The "some reason" is sane programming 
practice. It's fine for a program to have some designated DATA directory 
in which to send stuff like this but not wise for that to be in a 
directory dedicated for programs to live. Remember, all users on a 
computer system could be able to share one copy of the program, but 
their data is their own and should be somewhere in that user's user 
directory.
