using GnuCash android software

Hi

I have a question about the policy of using the GnuCash for android. I live
in Iran and it seems that GnuCash is not available for download in Iran.
Why is that?

is there any special usage policy to use GnuCash that does not meet for
people who live in Iran?
A freely licensed under the GNU GPL deny access!!!

i looked into http://en.wikipedia.org/wiki/GNU_General_Public_License and i
could not find any terms or condition that grants this.

I wish it is a misunderstood situation and it is getting available to use.
