I'd never heard of Google Japanese Input before. 

I don't have either Win10 or a Japanese IM installed on my laptop (I'm travelling at the moment), but I was able to replicate the problem by pasting some Japanese from Google Translate. As a first guess we're passing the wrong encoding to WebKit.
