Step back from the problem a bit. Too early to  be asking us HOW.

Try to describe WHAT the situation is.

For example, a number of schools all in one "school district". The 
schools have their own bank accounts and write their own checks with 
money transferred from the district; or is it the district treasurer 
writes all checks from a district account based on vouchers submitted. 
That's just an EXAMPLE of the level of description you should be 
starting with before you ask "one file or separate file questions.

AFTER we have a better idea of WHAT you want to do we can advise about 
the HOW's. Otherwise you could get sent down wrong paths.
