Yea, the file is missing a !Type:Bank at the top of it. Just add
that to the top of the file and the QIF Importer should recognize
the file as a QIF file.

I added !Type:Bank as suggested and GnuCash immediately was able to import the QIF file. I emailed VISA/BankOne about the problem and solution. It is hard to imagine that many others have not had the same problem!!!
