gnome-config is a program. gnome-config.h has nothing to do with it.
I have no idea where debian places it. Have you tried:
apt-get build-dep gnucash
To install the build dependencies?

locate gnome-config returns
/usr/include/libgnome-2.0/libgnome/gnome-config.h
I put a copy of that in /usr/include as that solved my ltdl.h problem
doesn't work. help. what am I missing?
