[gnucash-de] libdbi bug when opening existing gnucash file

Dear All,

I am experiencing an annoying bug which makes it impossible to access my
existing gnucash file.

When opening the file it says:
> GnuCash could not complete a critical test for the presence of a bug
in the "libdbi" library. This may be caused by a permission
misconfiguration of your SQL databse. Please see
https://bugs.gnucash.org/show_bug.cgi?id=645216 for mor information.

My configuration:

System: Windows 10
GunCash Version: 4.6 (4.4 had same problem)
Database version: sqlite

Follwing above bugs link is no help for me. Obviously is has nothing to
do with teh very version of my gnucash file as opening older verisions
leads to the same error.
