can you link html to sgml?

It will be a static page.  It was generated as a report that I exported as a
file and want to include in the help documentation, whit a few minor hand
changes.

Do you mean a dynamic report or just a static page of HTML?

If you are talking about a dynamic report (i.e. you want to generate
the HTML fresh each time the link is clicked on) you will need to wait
for the current batch of improvements I'm adding to the gnucash HTML
widget.
