Yes, there are plans for online banking modules. However, we haven't yet made 
it any further.

There is one German guy working on an Open source HBCI implementation, 
http://openhbci.sourceforge.org which offers basic functionality now. There 
are rumors about a Java HBCI implementation which might get available sooner 
or later. Also, I know of at least one more guy who is working on a Java HBCI 
implementation. The HBCI-related questions are usually discussed on the 
mailing list hbci@gaos.org . As soon as some high-level HBCI library becomes 
available, I will start working on the GnuCash parts of online banking. This 
might happen during the next months...

You also asked about the PIN/TAN systems. Those are usually WWW-based, and 
that would basically require some screen-scraping with all its drawbacks: it 
needs one parser for every institute, it will break upon each update of the 
WWW site etc. etc. I'm not going to work on this, but if somebody else likes 
to volunteer -- just step forward.
