New "payables" report

Just dropped in a new "payables" report - if you nominate 
a liability account as your "accounts payable" account, 
it displays a nice table splitting up the accounts by
creditor (as indicated by either a description or memo, 
a proper creditor ID field will have to wait), displaying
the amount owed in date "buckets" of 0-30, 31-60, and 61-90
days.

It's been subjected to my usual extensive test procedure, 
so expect it to work perfectly the first time out :)
It's also missing a heap of customizability features, and 
contains some accounting hacks that made the coding easier 
but I'm not sure how acceptable they are.

It remains a work in progress - I'll take some more time on 
it.
