I know it's been considered on occasion, but nobody's actually
done any work on it.

While you could certainly write a native Win32 front end for
GnuCash, in my view a better (though probably more ambitious) goal would
be to port the Gnome libraries to work under Cygwin.  Then, porting
GnuCash (or Gnumeric, or any other GNOME application), should be
relatively simple.
