g-wrap 1.2.1 and 1.3.1 are released

Note that this release is still mostly useful for those wanting to
build gnucash.  While it's perfectly feasible for other uses, the
documentation is still in a half-finished state.  My apologies...

Version 1.2.1 is essentially 1.1.11 with a few minor enhancements.
The 1.2.X series is appropriate for the recent gnucash 1.6.X versions.

Version 1.3.1 is the new development series, and is essentially 1.1.12
with some modifications.  A new series was started because 1.3.X is
not compatible with the 1.2.X series in a few important ways.  1.3.X
is required by the gnucash 1.7.X CVS tree.
