Another build bug in 1.6.4

src/test/Makefile.* does not include ${GUILE_INCS} in the compile
line, even though it is required in order to compile test-scm-query.c
(to find guile/gh.h, included from ../guild/gnc-helpers.h).

The fix is to include ${GUILE_INCS} in either INCLUDES or CFLAGS.
I added it to CFLAGS since that's where all the others are
included.
