Account template loading fixed (was: Re: french xml files for accounts)

Hi Yannik,

I just fixed the locale-dependent choosing and loading of the account 
templates, both in CVS HEAD (unstable 1.7 series) and in the CVS stable 1.6 
series. You can now safely try out your XML files. At the moment they have 
been put in accounts/fr_FR/; would you rather prefer to put them in 
accounts/fr/ ? This probably depends on how much your templates are related 
to the accounting customs in France.
