The way of handling different currencies for both accounts and 
transaction has changed significantly from 1.6 to 1.7. So yes, this can 
indeed be the problem.

So your account was created with "currency EUR". What other currency 
settings do you have? for example, what currency is the other account 
where you transfer money from? have you specified any currency when 
entering a transaction? Is there a reporting currency that you have set 
anywhere (for example, "default reporting currency"), and which one 
would that be?
