Reports are always in USD

Whether the string "EUR" is displayed or the Euro currency symbol 
depends on your locale settings. On my SuSE 8.0 (and 7.3 was similar) 
there was a de_DE.ISO_88xx-15 (forgot the real number :) locale that 
diplayed only the strings, whereas the de_DE@euro locale displayed the 
euro currency symbol.

In that sense this is not (only) a gnucash problem.
