setlocale(LC_ALL, "") in gnucash-1.7 missing

I just closed this bug -- I've got a better fix which I just committed
to CVS.  There was a setlocale in the startup sequence (in
src/scm/main.scm) but it was being called too late.  I moved the
setlocale earlier and it works.

I believe that this is fixed by the previous patch, but I'm
going to leave this bug open for the moment because I think a
default currency per book is the right thing.
