Website Notice on library upgrade now mostly obsolete?

I just had again a look at the www.gnucash.org website, and I was 
wondering whether it is really necessary to have the big NOTICE there 
that warns users about the various library requirements. I think at this 
point in time we can remove that big warning again, or maybe move it to 
the "Software Requirements" page.

However, we might need to add a different warning about the non-stable 
nature of the 1.7.x branch...
