If you want to compile current gnucash with --enable-hbci, you need to have
the latest openhbci CVS code installed, which currently is being worked on in
the branch "aq-0_9" in OpenHBCI's CVS. I.e., in your openhbci copy, do a "cvs
up -r aq-0_9", and install. As soon as the openhbci guys send out a note like
"aq-0_9 has been merged to HEAD", do a "cvs up -A".

In short: why don't you just compile gnucash without hbci enabled? There's
nothing working so far (nothing meaningful, at least). As soon as there will
be something, I will announce that widely and loudly here. Which might
happen next week or the one after.
