Updated translation stats calculation method

I've modified my postats.pl script to be able to filter scheme files. 
This means that now we can calculate the translation statistics where we 
exclude both country specific strings (hcbi) and stuff that shouldn't be 
there anyway (help-topics-index.scm).

Oh, and I discovered that I get much better results if I "msgmerge" the 
.po files to the .pot file first.  While the merging doesn't add 
translations, it does remove out of date ones and it adds/removes source 
code file names... which is what I use to filter strings.  So, with the 
pot-po file merging the filtering is more accurate.

The end results of all this is that many of the "Done %" went up quite a 
bit, and rightly so.  I was underreporting the percentages before.  Wheee!

7 languages are >90% done            (previously 5)
2 languages are between 80-90% done  (previously 3)
3 languages are between 70-80% done  (previously 3)
