When compiling docs use doxygen > 1.3

There is a bug in at least some (and possibly all)
versions of doxygen 1.2.x that causes doxygen to seg
fault while compiling the documentation.  Specifically
there are problems with 1.2-18 which ships with RH9,
1.2.14 and 1.2.18-2.

If you are experiencing this problem grab the newest
version > 1.3 from the doxygen site.  1.3.3 and 1.3.2
appear to work.
