Release of GnuCash stable version 1.8.4

Hey folks... did I miss the heads up saying v1.8.4 was coming out?  I 
probably did.  Had I known, I would have sent out my latest translation 
file a day earlier...

As a newbie in the gnucash world, I'm just curious as to what is the 
usual procedure for pre-announcing releases?
