make Problem in 1.8.6 r.e. OFX

I was installing 1.8.6 and came across the following error. 

make[5]: Entering directory 
`/home/johnr/downloads/gnucash-1.8.6/src/import-export/ofx'
make[5]: *** No rule to make target `libofx/libofx.h', needed by 
`gnc-ofx-import.lo'.  Stop.

I irc'd with Benoitg, after he verified my libofx.h was installed and working, 
he did a make and got the same error. He had this to say:

<benoitg> So do I, but there is a 95% chance this is a package building issue.  
Code should be fine.
<benoitg> Yep, something generated an explicit dependency to libofx.h (as if 
it was present in the sources) in Makefile.in in the tarball, which isn't 
there in my Makefile.in generated from the 1.8 branch in CVS.

I hope this is enough to go on, I would be gald to do more if needed.
