Configure check for gtkhtml is wrong?

Unfortunately I have no idea why the order is the way it is.  If
someone else knows please pipe up.  I have no objection to changing
the search order to try to build against >= 1.1 before falling back to
< 1.1, unless there is a specific reason to do it this way?
